About the Opportunity


The South Australian Council of Social Service (SACOSS) is seeking a Senior Policy Officer with knowledge of the energy market and energy policies as they relate to vulnerable and disadvantaged customers.


As Senior Policy Officer, reporting to the Policy Directors, you will advance energy advocacy and meet grant obligations.


You will work as part of a small team to deliver policy and advocacy on energy issues in South Australia and nationally including:

  • Tracking key issues in energy policy in South Australia and nationally, and alerting SACOSS to opportunities for strategic interventions
  • Researching and preparing reports on energy issues
  • Preparing submissions in response to government, regulators and other inquiries
  • Representing SACOSS and advocating for SACOSS policies in a variety of government and non-government forums (sometimes in partnership with the CEO or Policy Director, at other times leading other policy staff)
  • Working with other non-government organisations to inform them of energy issues and/or to coordinate policies and activities across sector organisations
  • Assisting with other SACOSS policy work and activities

This position is permanent full-time or 4 days per week, subject to continuing funding.


About You


You are an experienced Policy Officer with solid understanding of energy issues and policy, at a State and National level and importantly, you will understand the implications of energy policy on vulnerable and disadvantaged South Australians.


You will have demonstrated experience working with public energy policy in a government or NGO environment and are able to demonstrate an understanding of the stakeholder framework for the sector.


As a confident and accomplished communicator you will effectively engage with and influence at all levels including throughout the sector and at Ministerial level.


You will bring:

  • A tertiary qualification and/or experience in policy development, research and/or advocacy.
  • Awareness of social policy frameworks and public policy development, and knowledge of the national energy market and energy policies.
  • Awareness of the social, environmental and economic issues impacting on low income and disadvantaged people in South Australia.
  • Demonstrated high level of written and verbal communication skills, including the ability to research, compile and prepare reports, submissions and documents.
  • Proven capacity to work with senior people in the non-Government and Government sectors.

Experience in long term campaign or change processes and the ability to negotiate outcomes in those processes are highly desirable.




SACOSS undertakes research to help inform community service practice, advocacy and campaigning, and through a range of events promotes cooperation, and the sharing of resources and information. As the peak body for the non-government health and community services sector in South Australia, SACOSS has a number of key roles:

  • Research, policy development and advice to government on issues affecting the sector and vulnerable and disadvantaged South Australians
  • Representing the sector’s interest and advocating on behalf of vulnerable and disadvantaged people in public policy debates and in policy and legislative processes
  • Dissemination of information from the government to the sector, and from the sector to the broader community to increase understanding of the work we do and the needs of those we serve
  • Consultation and coordination of the sector to ensure we understand each other and work together
  • Building the capacity of the sector to enable better service delivery outcomes and better functioning of community organisations
